While each manufacturer offers a specifically taylored DICOM software package, there is also an Open-Source implementation of a DICOM file reader as part of the DICOM tool kit DCMTK [1] of DICOM Offis.

The DCMTK is kind of a reference implementation for the most commonly utilized subset of the DICOM standard.
